The plot of House of the Dragon is set over 100 years before Game of Thrones. It is a fantasy show, so there are always ways around the obvious plot.
For example, one character wasn’t born by the time of House of the Dragon, but after a few years: Melisandre turned some 400 years old by Game of Thrones. She would have been well over 100 years old at the time of House of the Dragon, which means she knows her part of the magic.

“Would I [return]? If the storyline was good – yes, why not?” she told Digital Spy. “But I think it would be more fun to show a young Melisandre, or a child Melisandre – to really go deep into her slave routes, because it’s all very… you know, I could go on forever about that.”
Game of Thrones actors is often asked if they’d return to their old roles if given a chance. Another case in point: Express asked Tom Wlaschiha, who played Arya’s Faceless Man mentor Jaqen H’ghar if he’d like to come back. “As far as I know, it’s over,” he replied.
HBO is currently pretty busy with House of the Dragon, which is how it should be. But now that the prequel has been successful, we will surely see at least one more.
